If your child is fearful, it is normal that it takes longer to walk. They play it safe by crawling or clinging to places so as not to let go. At the other extreme would be the most daring children who dive headfirst without fear of walking, swimming, or whatever. The daring usually start walking earlier, yes, with quite a few bumps along the way.
The good thing about fearful children is that they do not usually get many scares, since their own scary nature causes them to avoid dangerous situations until they feel completely safe. You have to have more patience with these children, since they go very little by little.
